Análise do nível de transparência dos portais da transferência da Prefeitura e da Câmara Municipal do Natal, capital do Rio Grande do Norte

Abstract

Considering the need to control public spending and comply with the laws governing public transparency in Brazil, a study on openness in two entities within the same government sphere was necessary. Therefore, this work aimed to analyze the level of transparency of the websites, Transparency Portals of the City Hall and the City of Natal, based on the evaluation model of Burgarelli, in 2017. For this purpose, a questionnaire was used. With adaptations of this author to better analyze the public entities and the period evaluated, having as specific objectives: a) to assess with qualitative criteria that can describe the execution of transparency in three standards (budget execution, bids and public procurement); b) Identify the items required by Law 12.527 / 11 in the dimensions mentioned in article a, c) Investigate the quality of information and d) Examine the level of accessibility of the portals. The criteria used make it clear that the analysis used the Law on Access to Information (LAI) as a basis. They were pointing to meet the requirements in full, partial or not satisfied. The questionnaires were applied in conjunction with data analysis, serving as a script for research in the Transparency Portals. Therefore, access to portals and transparency tools was done as any citizen can follow, but with evaluation criteria already established. The analysis of results showed divergent points between the organs explored, highlighting a level of partial transparency not met by the City Council in the criterion of variety of information and a dominant incomplete result in the standards of Quality of Information and Accessibility. The Municipality of Natal, in turn, was superior to the City Council in a comparative analysis, showing a result of full compliance in most of the criteria analyzed. But the report also indicates which points need to be improved in the transparency structure of the municipality of Natal / RN.
