This research aimed to evaluate the process of implementation of the Cooperative
Manegment Technological Graduation Course offered by the Federal Institute of Colonization
and Agrarian Reform (INCRA) and the Federal University of Rio Grande do Norte (UFRN).
This dissertation focuses on the adoption of the principles that guide the National Program for
Education and Agrarian Reform (PRONERA), as well as the political, social and economic
growth of the Federal Settlement Projects (PAS) and rural communities that benefit from the
National Program of Land Funding, located in the cities of Pureza and Jandaíra, respectively.
We proceeded with bibliographical review, giving special attention to Poulantzas (1980),
Höfling (2001), Souza (2006), Frey (2000) Belloni; Magalhães and Souza (2009), Azevedo
(2010) Caldart (2004; 2010), Molina and Jesus (2004); Andrade and Di Pierro (2004; 2010)
and Munarim (2011). Then there was the documental analysis of the main documents that guide
the Program, aoong with the semi-structured interviews of subjects involved with the
Cooperative Management Course. Analysis show the PRONERA principles were effectively
adopted, except for the principles of Inclusion, Participation and Partnership, which were only
partially carried out due to difficulties in mobilizing social actors and fulfill the demands of
agrarian social movements. Results point out that the course implementation observes not only
the PRONERA principles but also the ones related to agrarian vocational education policies
and the wholesome humane development.
