Land regularization is essential to improve the quality of life for citizens and
must be an effective public policy. However, the lack of information technology, especially in
areas with limited connectivity, hinders the process. This article proposes a solution to address
this challenge, making the land regularization process more efficient. The methodology used
was Scrum, with sprints for continuous and incremental deliveries, ensuring flexibility in
development. The application was developed with React Native and Expo, technologies that
enable the creation of hybrid solutions, and TanStack, which facilitated the management of
complex data and states. The transition between online and offline modes was the result
achieved, allowing tasks to be performed efficiently regardless of connectivity. When the
internet is restored, the data is automatically synchronized, ensuring the continuity of work. As
a result, the application provides greater autonomy and efficiency, contributing to the
simplification of land regularization, even in areas with limited connectivity.
