Educação profissional técnica de nível médio: uma análise da produção acadêmica e da matematização de seus indicadores de matrículas de 2007 a 2017

ABSTRACT
High school Technical professional Education Level (HSTPEL), in Brazil (EPTNM),
was resized according to Law nº 11.741, of July 16, 2008, as that modality that, linked
to High School and attended to general training, it can prepare students for the exercise
of technical professions. Given the legal resizing of HSTPEL, the objective is to
conduct reflections on educational policies aimed at training young people aged 15 to
17 in high school, from 2007 to 2017. Specifically, the aim is to make a substantive
approach about policies implemented in the time frame of the research, such as: the
Professionalized brazil Program, institutionalization of the Federal Professional
education, Scientific and Technological Education, the National Program for Access to
Technical Education and Employment , bring up the e-Tec Network and the High
School Reform of 2017, in the sense of solidify the analyzes, observing in these
policies the perspectives of integral human formation. It is about a qualy-quantitative
research in which it starts from the historical-critical observation of the permanence of
Brazil educational dualism and this is based on the theory of human capital, with a
neoliberal bias. In Brazil EPTNM; (HSTPEL) in studies already carried out about it in
subject in search of connections linked with integral human education, understanding
it as one that meets general education to support the mathematical analysis of some
of its enrollment indicators. It is also observed that in high school (in the forms of
HSTPEL- articulated and subsequent) there has been a technical instrumental’s
coexistence training aimed at those from the working class for immediate insertion in
the labor market, and another of a scientific, cultural and technological nature for those
who manage to insert themselves in educational spaces considered elite that allow
them to get better jobs in this market. Knowledge’s State about the subject allowed the
understanding that the articulated form, integrated to the High School is the one that
brings greater possibilities of human formation. This provided subsidies for the analysis
of the indicators by promoting a situated reflection on what these data inform us when
treated in a mathematical way, and compared with other indicators in the country, an
emphasis on population data. The results indicate that given the neoliberal demands,
the HSTPEL had a greater extend through policies that don’t performance the integral
human formation, according to academic studies carried out in the country from 2007
to 2017; and that policies that emphasize the provision of Integrated High School to
Professional Education for young people aged 15 to 17 bring possibilities to break with
the existing structural and educational duality. It was concluded, through the
mathematization of enrollment indicators, this offer’s form way is still far from reaching
the totality of young people of the working class in Brazil.
