The National Environmental System (SISNAMA), established by Law No. 6,938/1981
which deals with the National Environmental Policy (PNMA), constitutes the
environmental management model adopted in Brazil, by the public spheres of
government with the participation of society civil and the productive sector. In
municipalities, this model is reproduced by constituting Municipal Environmental Systems
(SISMUMAS), composed of Environmental Bodies (OMMAs), Environmental Councils
and Environmental Funds, all playing different but interdependent roles. The objective of
this study is to evaluate the implementation of the decentralization processes of
environmental licensing (LA), in the State of Rio Grande do Norte (RN), between 2011
and 2024. A methodological approach of a qualitative and quantitative nature was
adopted, with exploratory and descriptive, with the help of bibliographic and documentary
research techniques. The questionnaire application strategy according to Abreu (2016)
was used and the content analysis technique of Bardin (2006) was used to process the
data and information collected. As research results, it can be seen that the process of
decentralization of environmental licensing in RN does not occur as expected, in addition,
the work points to the use of the strategy of inter-municipal public consortia for the
development of the LA process at the local level, as a viable and easily applicable
alternative in the municipalities of Norteriograndenses.
