A Rede e-Tec Brasil e a formação para o trabalho: entre a necessidade e a utopia

ABSTRACT
The e-Tec Brasil Network is part of the country's educational policy framework in the 21st century, focusing on training for work. In this study, we approach this policy, having as research object its creation and the perspectives of training for work via Professional and Technological Distance Education present in its regulatory documents. We aim to verify the existence of connections that allow us to understand whether or not in this proposal there are objectives and actions aimed at Integral Human Training for those who seek Vocational and Technological Education in courses offered by this Network with the utopian expectation that the relationship between education and work can be favored in this training. The historical-critical approach allowed the visualization of the theme in its interconnections with Distance Education, as well as the knowledge already produced and the cycle of formalization and implementation until the process of evaluating this policy. The methodological course involved the bibliographic and documentary research in the repositories of dissertations and theses available in the Brazilian Digital Library of Theses and Dissertations (BDTD) of the Brazilian Institute of Information in Science and Technology (IBICT), in the Catalog of Theses and Dissertations of the Coordination for Improvement of Higher Education Personnel (CAPES), in Memoria – of the Federal Institute of Education, Science and Technology of Rio Grande do Norte (IFRN), and in SciELO, which consolidated the analysis of the reports of the Monitoring and Evaluation System of Courses of the e-Tec Network (SAAS) from the years 2011 to 2021, with the exception of the year 2017, which is not in the public domain. We consider that the proposal to create the e-Tec Network is based on training for the job market, and the possibilities of Integral Human Training are little addressed, but can be seen in the issue of digital technological training and in the expansion of this to the largest number of students, but, contradictorily, they hinder the proposal of light training and the incentive to search for training for work as being the responsibility of the students. The evaluation of the Network shows that many graduates of training who were not employed continue in search of work, showing that training is not enough, as public policies of work and income regulated and guaranteed by the State are necessary for the relationship between education and work to occur. linked to Vocational and Technological Education, considering, in this perspective, the need for
Integral Human Training beyond what the economic market is capable of offering. This is the utopia to be sought.
