Urban expansion in a disorderly manner, especially when there is a lack
of relevant legislation, has intensified environmental management caused by the
suppression of natural vegetation, with the aim of building the necessary infrastructure
for urban development. Once this vegetation with no conservation perspective is
suppressed, its ecosystem services are no longer provided, resulting in greater
environmental problems. In this context, it was necessary to research the existence
and creation of municipal normative instruments that enable the implementation of
green areas as a requirement for sustainable urban development. This proposal
analyzes the index of green areas in the urban area of Alto do Rodrigues/RN, its
compatibility with legal recommendations, its distribution in space and its qualification
with regard to use. The methodology used was quantitative-qualitative, following the
following steps: (a) bibliographical survey and relevant legislation through research into
doctrines, laws, standards and scientific documents; (b) quantitative diagnosis, with
mapping of green areas in Geographic Information Systems (GIS); (c) verification of
the green area index (IAV) in neighborhoods in the urban area of the municipality; (d)
Classification of ecosystem services offered by green area found. The results of this
research indicate an index of green areas of 0.02 to 4.85 square meters per inhabitant.
The dissertation resulting from the data collected to highlight essential issues in the
preparation of an urban afforestation manual, proposing its formulation with normative
force. Given the low rates of green areas, the need for investments in infrastructure,
creation of specific legislation and integration between bodies to promote more
sustainable urban environments stands out.
