Resumo
This study aimed to explain how the Government develops actions on security and surveillance of thefts and thefts, in projects and public policies in Natal and Rio Grande do Norte. Given that this problem is increasingly present in the daily life of the Potiguar population, there are multiple factors that lead to this scenario of insecurity. For the construction of this research, it was initially discussed about the violence in the present society, as well as the understanding of theft and theft according to the Penal Code (BRASIL, 1940). From this, it was studied what Bauman (2014) defines in fear of the “other”, about what is surveillance and the modern and postmodern perspectives of surveillance. In this perspective, it was approached about the concepts of Public Policies and the existing programs in the state and the city of Natal. Regarding the methodological part, the research is qualitative, documentary and bibliographic, with the use of secondary data consisting of public security and surveillance policies and projects in Natal/RN, aiming to bring light to the academic community and society, about the need and urgency in the implementation of projects that minimize or nullify the practice of car theft and theft in Natal. To achieve the established objectives, authors were used as Bauman (2014), Bardin (2011), Secchi (2013), among others; In addition, projects from the State and Municipality were used, as well as scientific articles of great contribution to the academy. The main results obtained in this research concern the high number of vehicle thefts and thefts violations resulting from numerous social and governmental factors. Moreover, the importance of such policies for the security and surveillance of the population, as it is the duty of the Government to maintain the safety of people through active and preventive measures. From these data, it can be seen that there are no public security policies specifically focused on theft and theft of vehicles. However, it was found that there are public policies that try to minimize these impacts, but it is necessary to have more active laws and public measures on this issue.
